Acquisition Liaison

Primary Purpose

The Acquisition Liaison will assist with the development of acquisition plans, acquisition requirements (SOW, SOO, PWS), functional requirements or specifications, market research reports, determination and findings, exception to fair opportunity statements, and justification and approval.

Must be telework ready. All work conducted concerning the requirement must be performed within the United States and its territories.

Essential Responsibilities

• Work under general oversight of the Contracting Officer’s Representative (COR) in performance of contractual support for two acquisition divisions.


• Provide subject matter expertise in the specialized field of federal acquisition to effectively support program and technical staff in processing services and commercial requirements through the entire acquisition process from cradle to grave.


• Provide support with the preparation of purchase request (PR) and packages for input into a contracting system.


• Review acquisition packages prior to submission to the Acquisition Office.


• Assist in the review of existing contracts to determine compliance with applicable laws, regulations, and policies.


• Partner with mid-level or lower-level program professionals to develop acquisition documentation and assist SMEs (COR and program offices) with acquisition planning to develop requirements and evaluation criteria for acquisitions.


• Assist in the development of Independent Government Cost Estimates (IGCEs) and market research to support IGCE or business case models.


• Understand and be able to assist with cost and price analyses.


• Use knowledge and experience to select and contribute to the administration of various procurements via contract mechanisms such as Indefinite Delivery Indefinite Quantity (IDIQ) contracts, task/delivery orders, Blanket Purchase Agreements (BPAs), call orders, purchase orders, and Intra/Inter Agency Agreements (IAAs).


• Support program and acquisition office in carrying out pre-determined and recurring contract administration duties.

• Prepare contract actions for closeout that the COR will provide to closeout teams.


• Track all contracting funding levels to ensure current funding levels. Work with respective COR and Contract Specialist for the contractual action to convey information.


• Assist in the performance of market research and trends as they apply to the program.


• Assist with the development of source selection evaluation criteria.


• Coordinate and work with technical experts and the contracting office to ensure project milestones are reflected in the contractual documents and project plan.


• As required, assist in the management of reporting requirements.


• Perform other responsibilities as requested.

Required Background, Education, and Skills

• Bachelor’s degree in Business Administration, Finance, or related discipline


• 5+ years of relevant experience using the FAR to assist with procurements


• Mid-level expert with experience, equivalent to at least FAC Level II, in Federal acquisitions and acquisitions operations


• Knowledge of and experience with contract writing systems such as PRISM

• Knowledge and experience using different contract types such as Firm- Fixed Price (FFP), Cost Reimbursable, Labor Hour (LH), and Time and Materials (T&M) for actions


• Customer Relationship Management (CRM) experience and experience using various parts of the FAR such as:

Subpart 8.4 Federal Supply Schedules (FSS)

Part 12: Acquisitions of Commercial Items

Part 13: Simplified Acquisitions

Part 15: Contracting by Negotiations

Part 37: Service Contracting

Part 43: Contract Modifications

Section 4.804: Closeout of Contract files


• Experience performing market research for acquisitions and providing recommendations


• Proficient with Microsoft Office, including PowerPoint, Word, Excel, and Teams


• Knowledge of SharePoint


• Excellent written and verbal communication skills


• Excellent organizational skills and attention to detail

• Excellent time management skills with a proven ability to meet deadlines


• Ability to work independently as well as collaboratively
